PF transfer
PF transfer is most tedious and painful process. Transfer involves two government offices (RPFC’s) and your current and previous organization. Typically employee will apply for Transfer by filling form 13 while joins new company and forgot about it. If you query about after six month to HR, you will get answer, we submitted the application to RPFC and we don’t have further control or HR may not submitted the form 13 to current RPFC.
Once you submit your Form 13 to HR, HR need to Submit to Current RPFC (Regional Provident Fund office). From Current RPFC, it will fwd to your previous RPFC then it will go to your previous organization. Your previous employer verifies the details like your contribution and company’s contribution. Then again it will fwd to your previous RPFC and where they will prepare cheque and Annexure K and fwd it current RPFC. Note here that every RPFC needs to send Annexure K to member for transfer. Once current RPFC receives them, it will be credited to employee/member account. But this will reflected in PF statement of member/employee in next financial year settlement. For ex if your transfer has been received on July 2012, then it will reflect on 20012-13 statement.

This all process at least takes 1-1.5 years. Thanks to all the government office and their work.

Common problems:
1. Form 13 was not submitted by HR to Current RPFC
2. Form 13 was misplaced by current /previous RPFC
3. Your establishment code may be wrong while transferring. This was happened in my case. My Current Organization/establishment code is 35385/00**** and transfer was made to 35383/00****.Typical clerical mistake by RPFC
4. Your Organization/establishment code is correct and but account number is wrong.
5. Cheque is not received in current PF office or Cheque went to wrong address.
6. If you visit PF office for issue is transfer, first thing they need is Annexure K for transfer.
7. You can't resolve the issue, by calling to RPFC office.

Solution:

1. Never ever trust your HR for PF transfer. Do it on your own, it will require some time and patience, but you will know your transfer status accurately. Fill the form 13, get it signed and seal by your HR and submit to RPFC.
2. As a best practice keep copy of form 13. You may need that in future.
3. Enquiry in your previous organization for PF transfer.
4. If you have cheque details like date ,amount and numbers ,enquiry about same in RPFC
5. If you have got Annexure K with correct details, visit RPFC and submit to RPFC and ask them to credit to your account.
6. If you don’t have Annexure K, raise RTI (Right to Information Act 2005) for it. Generally you will get replay in 45 days.
7. On 10th of every month Lok Adalat happens on all RPFC. You need to submit application for the same before 2nd /3rd of month. PF commissioner /Central information officer will resolve you issues with 2-3 hearings.

I had applied transfer in August 2008 and transfer was done to wrong account in Sept 2009.

I used both RTI 2005 and Lok Adalat platforms to resolve my PF transfer issues.
